HIV - a Sex Crime?

If you're HIV positive, should you always have to disclose your status to a potential sex partner?
If you're HIV negative, should you always ask a potential sex partner if they are pos or neg?
How do you negotiate without risking offence, rejection, even violence?
It's questions like these that lead many people to just not talk about it - but if you infect another person with the virus, you could be committing a crime.
Tomorrow Saturday at 5pm on Joy 94.9, I'll talk to a range of people from the Victorian AIDS Council, People Living with HIV/AIDS Victoria, the Victorian Chief Health Officer, the Director of Prevention, a former Victorian policeman (VicPol supplied a written statement but declined to take part) and a researcher from the Burnet Institute.
And I'll be asking: how do we deal with people who behave recklessly? And who should deal with them - doctors, or the police?
What's it like trying to work in HIV prevention in countries where gay sex is illegal?
How do the police see their role?
Why are prosecutions for passing on HIV increasing?
And how well do Health and the Victorian Police work together? Or don't they?
